An Act Institutionalizing a Unified and Learner-Centered Voucher System for Basic Education to Rationalize Government Subsidies to Learners and Teachers in Private Education and Strengthen Complementarity Between Public and Private Educational Institutions, and for Other Purposes

This bill aims to enhance and unify the government’s voucher-based education
assistance system, improving existing schemes such as the Educational Service
Contracting (ESC) program and replacing them with a learner-centered, needs-based
voucher system from Kindergarten to Grade 12.
