This bill establishes the Emergency Response Department, a focused, streamlined,
specialized department to enhance the government’s capacity to plan, respond to,
and recover from disasters effectively and quickly. NDRRMC and OCD will be
subsumed in the department. PHIVOLCS and PAG-ASA will serve as attached
agencies.
